Mit minimalen Zusatzkosten schnell zu Gold OA bei etablierten Journals. Die Niederländer haben dies bei Springer erreicht:
Negotiations with Springer have yielded an agreement in principle for 2015 and 2016. Instead of a paid subscription model, the publisher will now charge for the open access publication of articles in almost all Springer journals (1,500 titles). This concerns all articles by corresponding authors from institutions currently entering into the new agreement with Springer. Researchers will not have to pay APC’s for these articles. All journals previously featured in the portfolio will remain accessible to Dutch researchers, who will continue to enjoy current user rights. This agreement will result in a minimal rise in costs, reflecting a win – win situation for the Dutch scientific community: no APC’s will apply for the 1,500 journals in questions!
Elsevier tut sich schwerer und kriegt trotzdem noch ein Jahr Schonfrist:
Elsevier submitted a new proposal to the VSNU negotiation team. This proposal is currently being assessed, and the negotiation teams are arranging new talks. The existing contract with Elsevier was extended by a period of one year.

Noch eine weitere Ergänzung:
Interessant ist, dass es zur Unterstützung des politischen Ziels, der Umstellung zu Open Access, auch eine „Drohkulisse“ der niederländischen Regierung gibt. Sollt die angestrebte Umstellung auf OA Gold nicht erfolgreich sein, wird die niederländische Regierung Open Access per Gesetz verankern. „The ambition is that sixty per cent of all publicly funded scientific articles will be made available in Open Access by 2016, and all by 2024. In other words, all research that has been funded by the taxpayer will be available instantly and free of charge to anyone who wishes to consult it. […] Progress will be monitored by the universities and the VSNU. If the interim target is not achieved by 2016, the government will consider introducing a statutory obligation to provide Open Access by means of an amendment to the Wet Hoger Onderwijs en Onderzoek (Higher Education and Research Act).“
